The Foundation was granted charitable organization status under Section 88 of the Inland Revenue Ordinance on condition that certain amendments be made to its Memorandum and Articles of Association. (Those amendments were duly passed at the Extraordinary General Meeting on 17 September.)

An agriculture-led project to re-vitalise Lai Chi Wo was formulated in collaboration with the Kadoorie Institute of the University of Hong Kong, Green Produce Foundatiion and Conservancy Association, for submission to a potential funding source. The role of HKCF would be to lease farm land while collaborating groups would be responsible for farming, research and educational activities.

與香港大學嘉道理研究所、綠田園基金和長春社，合作擬訂一個以農耕主導的荔枝窩村復村計劃，申請贊助資金。香港鄉郊基金的角色是租田，其他合作團體則負責耕作、研究和教育活動。

Board members Ruy Barretto and Roger Nissim attended the Country and Marine Parks Board hearing on the extension of Sai Kung East Country Park. The opportunity was taken to indicate HKCF’s support for the incorporation of Tai Long Sai Wan into that Country Park.

A further note on the subject of Sha Lo Tung was sent to the Environment Bureau, to indicate that the ex-situ land exchange might be supported provided that the developer’s land becomes government land and that the Sha Lo Tung Priority Site of ecological importance is incorporated into Pat Sin Leng Country Park.

再就沙螺洞事件去信環境局，表示「非原址換地」有機會受到支持，條件是將發展商土地改變成為政府官地，並且將沙螺洞優先重要生態地點納入八仙嶺郊野公園範圍。

Board members Ruy Barretto, Patrick Lau and Roger Nissim paid a study visit to Tai Long Sai Wan. Continued encroachment on government land was observed. The results of illegal works apparently were reflected de facto in the Draft Map accompanying the notice about the incorporation of Tai Long Sai Wan into Sai Kung East Country Park.
The follow-up letter to Director of Lands pointed out various breaches which required government actions. Lands Department replied in December, indicating that legal action was being taken.
The follow-up letter to Director of Agriculture, Fisheries and Conservation pointed out the errors in the Draft Map. A formal objection to the proposed extension was raised on the technical ground that an incorrect map had been used.

董事局成員白理桃、劉勵超和李森前往大浪西灣考察，發現政府土地繼續被非法佔用，而將大浪西灣納入西貢東郊野公園的通告附件草圖又把犯規的工程當作事實展示。
給地政署署長的跟進信件指出政府需要採取行動的地方，地政署十二月回覆，表示已採取法律行動。
給漁護署署長的跟進信件則指出草圖裏的錯誤。基於這個技術理由，基金就通告提出對郊野公園擴展建議的正式反對。。
